Research Protocol Agreed by the Cornwall Language Partnership on 17th May 2007
1. Partnership research
The Partnership has a commitment to carry out research to establish baseline information for Cornish, as outlined in the business plan. In addition it has the ability to conduct research in any aspect of the language in order to inform future planning and facilitate the growth of Cornish.
2. Methods
The Partnership may: • commission research according to a brief drawn up by the Partnership or by a third party asked to do so • commission research proposed by a third party if it is deemed to fit within the work programme and to be of benefit • co-commission research proposed by a third party provided it meets the criteria imposed by the protocols of the funders.
The Partnership will publish calls from time to time for research within areas of interest or development. A form for submissions will be made available.
3. Work commissioned
3.1 Research commissions generated by the Partnership will need to abide by the procurement regulations of the EU Objective One programme and by those of Cornwall County Council. The tender process will be governed by the value of the commission.
3.2 Those making research proposals in response to a call from the Partnership should make it clear whether such proposals are made in the expectation of carrying out the work or as a contribution to the thinking. If the latter, the Partnership may then issue a tender as in 3.1 The results of such research will be the property of the Partnership as the commissioner. The Partnership could, however, seek permission to commission without tendering.
4. Proposals
Proposals for research will in the first instance be considered by the Management Group and by specialist advisers as appropriate. Proposals recommended to be followed up will be advised to the full Partnership before the commission is undertaken.
